Senior Information Systems Specialist

The Senior Information Systems Specialist is the experienced, expert-level class in the Information Systems Specialist job family. Incumbents in this position perform a wide range of development and system support work for the County's Geographic Information System (GIS).
Example of Duties:
May include, but are not limited to, the following:
Update data in non-spatial tables in SQL Server; create and edit point, line, polygon and raster features and attributes to maintain data accuracy and currency; use ArcCatalog to manage feature classes in geodatabases and files; assist GIS users in other departments with the operation of ArcGIS software; create and maintain metadata using ArcCatalog in accordance with standard procedures; understand and execute quality control procedures to ensure the accuracy of spatial data; maintain the County's parcel data layer; document user requirements for projects such as application development, data creation and data analysis; interact with staff from other groups, departments, agencies and the general public for data exchange, collaboration and service requests; prepare a variety of correspondence, documentation and other written materials; use the Department's SRMS call management system to log, document and resolve service requests; promote the GIS program to other departments and jurisdictions; manage security by maintaining user accounts and permissions in SQL Server; analyze non-spatial data for a variety of purposes; install ArcGIS Desktop software; develop, document and maintain quality control procedures to ensure the accuracy of spatial data; support Emergency Operations Center operations by providing mapping services; load vector and raster data into ArcSDE; perform ArcSDE maintenance operations such as compressing databases, creating versions; use command-line ArcSDE to create views and monitor ArcSDE connections and services; maintain ASP web applications; publish maps and geoprocessing tools for use in ArcGIS Server; develop and maintain ASP.NET/C# web applications; develop quality control procedures using T-SQL; update spatial views to include complex joins; develop and maintain mapping applications using ArcGIS Server Manager; design and document web applications using Enterprise Architect; install and configure ArcGIS Server; develop and maintain mapping applications using ArcGIS Server for .NET using Visual Studio; develop and maintain mapping applications using third party applications such as Freeance, GeoCortex or GeoSmart; manage IIS including creating virtual directories, setting security parameters and configuring log files; troubleshoot and resolve web/mapping application problems within the application's interface; streamline existing procedures through automation and process improvements; mentor other GIS staff; suggest and apply spatial technologies to business workflows in order to increase effectiveness of County operations; lead complex and or multi-person projects; assume responsibility full project lifecycle on simple and or one-person projects; act proactively to avoid customer issues and meet their business needs.
Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience:
Three years of programming and or systems experience in governmental or business operation.
Education:
Equivalent to graduation from college with major course work in data processing, computer science, or a closely related field, and minor course work in business principles. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
License or Certificate:
A position assigned to this class may require possession of a valid California Driver’s License.
